This webinar series is ideal for industry, attorneys, state and local permit writers, and consultants. The content will include the most recent changes including the EPA's current position on applicability, emissions accounting, common control and source classification.
Part 1 — NSR from Past to Present: Fundamentals, Permitting, Rules, Implementation, and Relationships

To kick off the series, this webinar will present the history of NSR Program development as well as statutory fundamentals, an overview of permit programs, and the Federal, State, and Local roles in implementation. Legal aspects will also be included and will cover permit appeals, review and enforcement, objections, legal cases and precedents.

Part 2 — PSD Applicability

This webinar will cover major and minor new sources, determining applicability by pollutant, and PSD and nonattainment area interaction. The PSD applicability modifications section will include definitions, are form applicability tests, regulated pollutants and significance levels, calculating emissions increases, netting, and case studies on the impacts of NSR reform.

Part 3 – BACT and PSD Air Quality Analysis Increments

Part 3 of the NSR Webinar Series will cover BACT history and applicability, the top-down process, modifying BACT standards and example BACT determinations. The second part of this webinar will cover the Air Quality Analysis requirements and definition of ambient air quality. A description of the NAAQS and PSD increments will be explained, and the details of the analysis process will be outlined including what existing and proposed sources will need to be included in the analysis. Baseline dates will also be described.

Part 4 – PSD Modeling and Class 1 Impact Area Analyses

Continuing the air quality discussion from Part 3, this webinar will cover all aspects of PSD modeling, including the new definition of ambient air and the revised models guideline. Protocol agreements, dispersion modeling, meteorological and topographic data, and interpreting model results will also be discussed.
Class 1 areas pose additional impacts that will be discussed beginning with the definition of Class 1 protection, the FLAG report, visibility analyses, and the effects on soils, vegetation, as well as the role of the Federal Land Manager.

- Emissions Offsets — Applicability; the NSR Reform Baseline; Creditable Offsets; Ozone Nonattainment Areas, and Using Emissions Banks
- Writing the Permit – What to Include; Federal, State, and Local Guidelines; and Tips for Getting Approved
The webinar will conclude with a discussion on Next Generation NSR Reforms that will cover what to expect in policy, regulations, and statutes, the most requested changes, NSR permitting challenges and successful outcomes, as well as lessons learned from these expert presenters throughout the years.
