Series Description
Toxic Release Inventory reports (TRI) are due to the United States Environmental Protection Agency every year on July 1. A&WMA has provided training on TRI reporting for dozens of years. This year, A&WMA will be giving two training classes on TRI.
TRI Basic Training
The first webinar will be for those who are new to TRI reporting. We will cover the basics of TRI, why it’s important, and what you need to know to submit an accurate report. Detailed information on who is required to report and the steps required for TRI reporting will be outlined.
TRI Advanced Topics Training
The second webinar in the series will be a deeper dive into the threshold and release calculations as well as detailing exemptions that can be utilized. Presenters will demonstrate example calculations. We’ll dive into reporting air, water and waste releases. Learn more about EPA’s guidelines for certain chemical reporting and certain industries as well recommendations on the most appropriate data to report. Hear straight from EPA on what happens after submittal and how TRI data is driving EPA initiatives including environmental justice and enforcement considerations.

Leah Blinn, Corporate Air Quality Practice Lead, Civil & Environmental Consultants, Inc. (CEC)
Ms. Blinn is the Corporate Air Quality Practice Lead for Civil & Environmental Consultants, Inc. (CEC). She is a Chemical Engineer from the Pennsylvania State University with over 23 years of experience in managing and executing air quality work for various industries. Her primary expertise includes air dispersion modeling, emission calculations, permitting and compliance. Ms. Blinn has held numerous offices for A&WMA in the Allegheny Mountain Section and served the International Board of Directors as Vice President and Finance Committee Chair. She is currently a Student Scholarship Trustee, a member of the Webinar Committee, and President-Elect.

Amanda Black, Vice President in Civil & Environmental Consultant’s Air Quality Practice and leads CEC’s Power Market Group
Amanda Black is a chemical engineer with 24 years of experience in environmental consulting. She is currently a Vice President in Civil & Environmental Consultant’s Air Quality Practice and leads CEC’s Power Market Group. Ms. Black has extensive experience in air permitting of major and minor sources throughout the United States and has assisted clients in the power, oil and gas and manufacturing market sectors. Throughout her career, Ms. Black has assisted clients from various industries with their TRI reporting. She annually manages TRI reporting programs and has developed TRI reporting tools to streamline fleet-wide reporting. She earned her B.S. in Chemical Engineering from West Virginia University.

Caitlin S. Briere, Co-Lead, TRI’s portfolio of international Pollutant Release and Transfer Register (PRTR)
Caitlin Briere has been with EPA’s Toxics Release Inventory Program since 2010. In that time, she has served as the lead for variety of projects, including the TRI National Analysis, the TRI University Challenge, and two TRI National Conferences. She also represents TRI on the cross-agency Report on the Environment workgroup. Caitlin is currently the co-lead for TRI’s portfolio of international Pollutant Release and Transfer Register (PRTR) work and represents the United States on the OECD Working Party on PRTR. Caitlin has worked with the OECD as well as the UN Institute for Training and Research to support the development of new PRTR programs around the world, including delivering training workshops in Vietnam and Indonesia. Last year, she was named Chair of the OECD Working Party on PRTR. Caitlin holds a Master’s degree in Public Policy from Georgetown University and a Bachelor’s degree in Natural Resources from Cornell University.
Charlie Snyder, Chemist, Office of Pollution Prevention and Toxics, US Environmental Protection Agency
Charlie Snyder is a chemist in the Office of Pollution Prevention and Toxics at the US Environmental Protection Agency. She works with the Toxics Release Inventory program, focusing on the TRI National Analysis, pollution prevention, and green chemistry. Charlie’s background is in chemistry, with a bachelor’s degree from Skidmore College and a master’s degree in Environmental and Green Chemistry from the George Washington University.
Jennifer Tullier, Senior Project Manager, Spirit Environmental in Baton Rouge
Jennifer Tullier is a Senior Project Manager with Spirit Environmental in Baton Rouge. She has over twenty years of consulting experience and provides multimedia consulting support, while specializing in air permitting and compliance. She has completed air permits at multiple levels, regulatory applicability assessments, site compliance audits, GHG assurance, reporting and compliance, emission inventories, Tier II and TRI, and data benchmark and gap analysis.
Ms. Tullier’s experience with A&WMA began in the LSU A&WMA Student Chapter. She has been involved in the Louisiana Section, serving in various roles; and has served the Association in multiple roles including her current role as Sections and Chapters Council Chair, Finance Committee Chair and as a Vice-President on the Board of Directors.
