Day One: Permitting the Majors (or BACT to Basics): Gary McCutchen's Basic NSR Workshop
Based upon Mr. McCutchen's Advanced New Source Review (NSR) Workshop, this three-part webinar series will give participants an introduction of the elements of Major Source air permitting. Participants will receive a basic working knowledge of the manner in which EPA is interpreting the Clean Air Act NSR rules and the documents that establish EPA NSR policies. The sessions cover the fundamentals of NSR: applicability as defined in the PSD regulations (40 CFR§52.21), the major NSR requirements (including BACT and impact analyses), and nonattainment area applicability and requirements. This course is recommended for entry-level consultants, industry officials and regulators / permit writers; it does not go into deep detail on any of the topics.
The webinar version of this course consists of three (3) two-hour sessions on consecutive days. Sessions 1 and 2 cover the fundamentals of major NSR applicability, including the definitions of major stationary source and major modification, Potential to Emit (PTE), and the calculation of emissions increases. Session 3 focuses on the Prevention of Significant Deterioration (PSD) requirements and nonattainment major NSR applicability and requirements. It is recommended that attendees take all 3 sessions.
