Mr. Register will present an abbreviated history behind the development of regulation of coal combustion residuals leading to the cornerstone development of the April 17, 2015 federal rule that established minimum standards for regulated coal combustion residuals. The presentation will then step through the subsequent intervening events that lead to a federal act to facilitate state oversight and site-specific tailoring that ultimately has brought US EPA to subsequent rulemaking requesting comments on further tailoring that was closed to comment on April 30, 2018.
